Yes… You may read http://www.ctan.org/tex-archive/info/lshort/english/lshort.pdf (The Not So Short Introduction to )

In Chapter 5 (Producing Mathematical Graphics) there is a section “The picture Environment” teaching how to insert graphics. (The code for the pic is copied from there )

(But the functionality is very limited… for instance you cannot draw a circle with radius over 20pt… there are only 25 possible slopes for a line… etc)
